Piggyback would include a light, airy box of 5-6 floors rising above the 1940s section of the building. It would jut over the 5th Avenue SE sidewalk, affording downtown views across the Mississippi River.
The building would house small commercial tenants. The rental income would be used to upgrade the existing gallery space, which is currently unheated, preventing the facility from remaining open during the winter.
