This monolithic structure was to include three state agencies under one roof. Phase I, a low-rise component was completed, but to enormous public outcry due to its brutalist style, desolate landscape, and inefficient design. The opposition was so great, in fact, that the second phase (including the tower) was never built. The Phase II site is now the home of the New Chardon Street Courthouse.
