Like a few other tall buildings in downtown Dalian, this building is not in use. The building is fully completed on the outside and mostly completed on the inside. Still the building has been on hold ever since 2000, probably for lack of money.
The building is part of a complex that also consists of a 30-story office tower which is not (yet) in use.
